Due to a history moving from early unlimited ocean views to 85% view blockage by the canneries in 1946, the LCP policies primarily address the need to encourage rehabilitation and new development which can serve to establish new views and to preserve and enhance existing views of the ocean and coastline while equitably addressing private property rights.

. . . Looking at specific areas, the LCP has found that Cannery Row presents some particularly unique opportunities for access to and use of the shoreline and Monterey Bay.

Shoreline dependent and non-dependent uses should be defined to include those that require a waterfront location (e.g., marine safety installations, marine research, aquariums, aquaculture, and marine repair facilities).
